River District says Richard Dam does not require remediation after 2024 safety review

The Colorado River District told Grand County commissioners that an independent panel of geotechnical experts who completed a 2024 dam-safety evaluation do not recommend immediate remediation of Richard Dam.
Andy Mueller, general manager at the River District, said the district's priority is public safety and that the recent work improved confidence in the dam's condition: laboratory tests on core samples showed the clay core is highly erosion-resistant, and compatibility tests demonstrated the downstream sand filter will perform as designed. The panel's assessment moved the estimated highest-probability failure modes well within industry tolerable-risk guidelines.
Technical staff described monitoring upgrades: additional survey monuments, LIDAR scans three times yearly, continuous sensors with automated text alerts and routine daily checks of internal drains and weir boxes. The district said it will perform future CDSEs if dam behavior changes and will develop a shelf-ready plan for structural modification should that ever be required.
Commissioners thanked the River District for the work and for plans to keep partners and the county updated. The district said Denver Water and other partners are cost-sharing monitoring work.
