Council calls special meeting to set budget priorities for FY 2026–27

As a result, the formal Fiscal Year 2026–27 Budget Proposal item was continued to a future meeting while staff prepares for the special session. Council directed staff to bring forward documents and outreach to allow meaningful public involvement in budget priority setting.
