Commissioner Rebecca L. Rockwell moved to submit amendments to R865-9I-41, the rule governing the individual historic-preservation tax credit. The proposed changes mirror those for the corporate credit, clarifying applicant and State Historic Preservation Office roles in National Register nominations, requiring work to meet federal Rehabilitation standards, and confirming when the credit may be claimed.
"Additionally, the rule has been rewritten to better describe the process of applying for and receiving the tax credit and resolve minor drafting issues," the minutes state. Chair Valentine took a roll-call vote and the motion passed unanimously; the amendments will be published in the Utah State Bulletin on Sept. 1, 2025 with a public comment period ending Oct. 1, 2025.
