Poulsbo staff backs Lincoln Road truck routing, adds construction traffic-control condition

Engineering staff told the hearing that utilities and stormwater meet city standards and that the plat completes a missing link in the comprehensive transportation plan. Michael Bateman said the project is "meeting the Department of Ecology stormwater standards, stormwater manual for Western Washington as required," and recommended approval while noting an exhibit amendment that adds a construction traffic-control plan requirement (Condition E43).
Bateman and staff said Lincoln Road is the city's codified truck route and Calabista/Caldart is not, which limits the ability to route heavy construction traffic through that neighborhood. Staff offered to meet with homeowners to consider construction-routing comments and said the city engineer and police have authority over final routing decisions; the construction traffic-control plan will be reviewed with the grading permit.
