Grand County approves $5.01 million change order to start EMS Station 1 early work

Project manager Jeff Hickam told commissioners the county secured a DOLA grant for the EMS Station but cannot contract for the full project until DOLA finalizes the award. To avoid losing long‑lead materials and delay construction, staff proposed a change order of $5,013,153.56 to fund insurance, site prep, foundation work, fencing and other early‑work items.
Commissioners discussed the approach as a timing decision to start necessary site work without jeopardizing the DOLA grant. Hickam said final construction drawings will be delivered next week and that staff intends to negotiate a guaranteed maximum price with Big Valley once DOLA allows full contracting. The board voted to approve the change order so procurement and ordering of long‑lead items can proceed.
