The council opened the special meeting, approved the agenda on a voice vote, and—because the library location was double-booked—voted to adjourn immediately and reconvene at City Hall at 5:35 p.m. After reconvening the meeting, Mayor Horstman opened public comment and then led a presentation and discussion on the 2027 budget and a proposed levy lid lift.
No final levy amount was adopted. Council members agreed to continue work between now and July 6, prepare low/mid/high packages and invite the Finance & Policy Liaison Committee (FPLC) to participate in the July 6 discussion. Mayor Horstman formally adjourned the special meeting at 7:12 p.m.
