The Poulsbo City Council voted to adopt Resolution 2024-16 on Dec. 4, replacing an earlier resolution and updating council rules and procedures to reflect hybrid/remote participation and quorum practices.
Staff explained the draft addresses situations where more members join remotely than are present in the chamber while preserving in-person expectations when feasible. One councilmember questioned whether the change might encourage Zoom attendance rather than in-person participation; others said the amendment would be used infrequently and could be revisited if problems arise.
After motion and second, councilmembers cast roll-call votes and the resolution passed. The resolution repeals Resolution 2024-2 and establishes the new rules to take effect as indicated in the ordinance language.
