Island Senior Resources warns Langley of surging senior-service demand, seeks council input

Cheryn Weiser, interim executive director of Island Senior Resources, told the Langley City Council the nonprofit’s 2025 operating budget was $3.95 million and that early 2026 service levels are on pace to outstrip last year’s totals in several areas.
“We are seeing demand tracking toward a ~50% or greater increase over 2025,” Weiser said, and the presentation materials showed Bayview Center clients at 202% of 2025 (105 clients in Jan–Apr 2026 vs. 52 in all of 2025) and Meals on Wheels clients at roughly 157% of last year’s pace. ISR staff stressed the programs depend heavily on volunteers and noted operating reserves of about 3.1 months. Weiser asked the council for input to help with the organization’s strategic planning and to consider municipal support to sustain services.
Meredith Penny and other councilmembers asked questions about paratransit availability, outreach on IT security and scams for seniors, meal-service capacity, healthcare connections, and housing needs. ISR provided a contact for residents seeking help: “Their main number is (360) 321-1600,” the presenters stated in materials shown to the council.
The presentation list included program-level detail: Aging and Disability Resources (information and case coordination), Meals on Wheels deliveries, volunteer-driven medical transportation, caregiver support, Medicare counseling through SHIBA, medical equipment lending, and COPES case management for Medicaid clients. ISR’s slides indicated a heavy dependence on community and government funding (52% community contributions; 48% government sources) and warned that rising demand is outpacing available funding.
