City manager recommends ordinance change to align agenda posting with HB 1522

City Manager Cliff Blackwell told the council that state law (House Bill 1522, effective Sept. 1, 2025) changed the timeline for posting agendas from a 72-hour rule to a three-business-day standard and that the city's rules of order should be updated to reflect that change. "The recommendation that we have before you...is to actually modify the language...to say simply, a council member desiring a particular item be placed on the agenda, can contact either myself or the city secretary on or before 5PM, a minimum of 2 business days before the deadline to post a scheduled meeting agenda," Blackwell said.
Blackwell said the proposed language gives staff flexibility to account for holidays and future legislative changes and staff recommended approval at the second reading; the item was presented as a first reading.
