City Manager Quinn Bennion said a lien would secure repayment and staff estimate eligible participation at roughly 20–30 properties after excluding commercial sites and previously replaced laterals. Councilmember Ted Munford and Councilmember Nick Porter both voiced support for the proposal; Councilmember Ed Long moved to approve the program at $7,000 per household for five years at no interest, Councilmember Robin O’Driscoll seconded, and the motion passed unanimously by roll call.
