Glenn Heights council approves $130,000 to fix CJIS compliance failures

The Glenn Heights City Council voted unanimously to authorize up to $130,000 to address failures flagged in a recent Criminal Justice Information Services (CJIS) audit. The vote, 5-0, followed a presentation by Dr. Horn explaining the state audit results and the steps required to regain compliance.
Dr. Horn told the council the city “failed the audit, and they gave us, like, a printout, maybe 30, 40 pages or so of things we need to do, to get into compliance.” He said noncompliance could block the city from running queries through FBI‑managed CJIS databases and expose the city to administrative fines “that can impose on us … ranges from $1,000 to $5,000 per day.”
The chief outlined specific fixes the council would need to approve, including adding a secure door and card reader between the police and fire areas, implementing multifactor authentication on devices, updating network hardware, and completing a records/dispatch transition. Dr. Horn provided a project estimate of about $106,847.94 and explained parts of the work (ordering equipment, installing a door) could begin quickly.
City finance staff flagged that the city’s fund balance is in good shape. As Blackwell summarized during the meeting: “Its fund balance is extremely healthy.” Councilmembers said they wanted a modest contingency in the authorization to cover inflation and incidentals, and the motion that passed allows spending up to $130,000 from unassigned funds for the necessary CJIS compliance work.
Staff will proceed with procurement and provide timelines and updates to the council as work begins.
