Council allows Briar Creek annexation to proceed to Boundary Commission after two formal protests

City Manager Quinn Bennion updated the council on the proposed annexation of the Briar Creek Subdivision near 1500 South and 500 West, which involves roughly 25 lots and was pursued because of limited Ashley Valley Water and Sewer District connections. Bennion said two formal protests — one from Ashley Valley and one from a property owner — were received and forwarded to the Uintah County Boundary Commission for review.
Mayor Corey Foley and other councilmembers expressed concern about infrastructure requirements and potential dual taxation issues. Developer Brian Nielsen told the council that prior water service commitments had been rescinded and said development "would proceed either through annexation or alternative water solutions." Council consensus was to allow the annexation process to continue to the Boundary Commission; staff will meet with Ashley Valley representatives before that hearing to try to resolve outstanding issues.
