Council approves $100,000 water‑source study, warns owners about aging sewer laterals

The Vernal City Council approved a work release for a water source study under the Master Services Agreement with Sunrise Engineering. Water Superintendent Ivan Merrell said "the total project cost is $100,000," with funding structured as a $50,000 Community Impact Board grant and the remaining $50,000 split between Vernal City and Ashley Valley Water and Sewer District at $25,000 each.
Merrell said Sunrise Engineering was selected after an RFP and that the study will evaluate potential unused water sources. Councilmembers directed staff to clarify how study benefits will be allocated among partners. Merrell also warned in staff reports that many sewer laterals in the 100 North Water and Sewer Project area may be Orangeburg pipe and are nearing the end of their useful life; he urged property owners to inspect or volunteer for replacement programs and noted the City does not have budget capacity to fund lateral replacement.
Council approved the work release and the Master Services Agreement renewal by motion; staff will return with clearer allocation language and explore financing options for property owners to repay replacement costs over time through utility bills.
