Mayor Brown introduced Chief Glennelle Horn to present a local agreement for the disposition of forfeited contraband under Chapter 59 of the Texas Code of Criminal Procedure. Chief Horn described the agreement as largely standard: it sets out paperwork, percentage breakdowns and the district attorney's role when seizures are connected to task forces or multi‑jurisdictional efforts.
When asked whether there is a cost to the agreement, Chief Horn replied, "No, ma'am. So again, it's not a cost. It's more or less us giving the district attorney's office authority to make decisions on behalf of the police department and work with us... to make sure our Chapter 59 paperwork and processes are filed and followed in accordance with the code of criminal procedures." Council accepted the explanation and the related consent item was approved by the council.
