Council approves Vernal Community Block concept plan after extensive public input

The Vernal City Council on March 18 approved a preferred concept plan for the Community Block redevelopment, moving the Lamplighter block project into the design and phasing stage. Hailey Wall, senior landscape architect with Terracon, summarized outreach that included a site tour of 40+ participants, 12 stakeholder interviews, two public surveys (about 750 and 210 responses) and an open house of roughly 50 attendees.
Wall described the preferred concept to councilmembers, highlighting "a central terraced event lawn and stage, a signature splash creek and themed playground, a visitor center and café along Main Street, a multi-use pavilion" and other elements intended to increase connectivity and support downtown business activity. City Manager Quinn Bennion confirmed the full report includes phasing, implementation strategies, maintenance recommendations and potential revenue opportunities to offset costs; the report anticipates full buildout as late as 2032.
Councilmember Ed Long and others praised the community engagement and refinement of design concepts. On a motion by Long, seconded by Councilmember Randel Mills, the council voted unanimously to approve the concept plan and asked staff to return with implementation details, cost estimates, and recommended next steps.
