Council hears modular container-housing options as a possible way to add units

He said units are engineered to local site conditions "in the middle of Tornado Alley" and described using welded steel embed plates, state-stamped foundation plans, closed-cell spray-foam insulation and options for sprinkler or fire-suppression systems when required by code.
Council members pressed on ownership and operating models: would the city purchase and lease units, would private developers build and sell them, or would a hybrid model apply? Mosley said the city could initially purchase a limited batch of units for pilot use or pursue developer-led projects; the council asked for additional research on neighborhood notification and the potential impact on surrounding property values before pursuing any acquisition or pilot.
The presenter said 3D renderings and additional design materials are available on the company's website and offered to share them with council staff for follow-up.
