Council approves TxDOT amendment for East Bear Creek project as cost estimate rises to about $44 million

City Manager Cliff Blackwell presented Amendment No. 1 to the advance funding agreement for the East Bear Creek Road/Hampton Road project, tracing the project's history to a 2018 minute order and an August 2021 advance funding agreement. Blackwell said the original estimate was about $29 million, a June 2024 TxDOT update raised the estimate toward $36 million in 2028 dollars, and the amendment replaces parts of the agreement and revises the budget.
"As you can see, they increased the cost, to around $44,000,000, of which $33,000,000 of it is federal funds," Blackwell said, describing an unchanged 80/20 split and a larger 20% local match for construction that the city and Dallas County must cover. He said the city remains responsible for roughly $3.3 million in utility and right‑of‑way costs and that staff will pursue county participation, INCOG assistance and other funding sources to meet the increased local match. Council voted to approve Resolution R‑03‑26 authorizing the amendment by a unanimous 7–0 voice vote.
