Sherry Roberts, Glenn Heights finance director, presented the October 2025 financial report. Roberts said property-tax receipts for October are low at about 1.1% of the annual budget because most property-tax revenue is collected in December and January, and that sales-tax receipts were performing near the 8.33% monthly baseline with a three-month rolling average up about 5%. "For the month of October the property tax right now is only at 1.1% of the budget," Roberts said, noting the seasonal receipt pattern.
Roberts explained destination-sourced sales-tax rules and warned that shared zip codes with neighboring Red Oak can route online sales tax to the wrong municipality; she recommended the city provide guidance to residents about selecting the correct delivery or destination address when shopping online. She also updated the council on reserves, bond payments and right-of-way reimbursement work for Bear Creek. Councilmembers asked about posting guidance on the city's website and about audit timelines; Roberts said she is finalizing bank reconciliations and preparing documents for the auditors.
