Sonya A. Brown says council set Dec. 9 ceremonial swearing-in; certificates to be signed then

Sonya A. Brown, who provided an address at 1938 Southampton Road, told the council the governing body had previously approved holding the formal swearing-in and signing of certificates on Dec. 9.
"This date was approved by the then governing body in open session," Brown said, noting that the certificates of election were not presented to her for signature following the canvass and that she would sign them at the Dec. 9 ceremony. She added that the Texas Election Code requires the presiding officer to sign the certificate after the canvass but does not require the certificates to be signed at tonight's meeting, and that where oaths have already been administered the certificates are effectively ceremonial.
Brown framed the actions as administrative irregularities occurring outside her office and said scheduling the Dec. 9 ceremony ensures consistency and respect for the previously adopted process.
