Members agreed to develop a standard referral form and a fresh spreadsheet to track ordinances that are referred to the ordinance committee, the reason for referral, vote history and staging through first reading, second reading and final approval.
The Chair described the proposed form as a concise record to preserve intent and procedural history for future members and staff: "It could be me or anyone from ordinance committee or it could be that we asked staff, I'm not trying to give them more work," the Chair said. Committee members volunteered to collaborate with Stephanie to populate the tracker and to store it on SharePoint so successive chairs can access and update the record. The tool is intended to improve transparency and to prevent older referred items from being lost without context.
