City explains MOU with Jefferson Juniors and exclusive-court arrangements

Staff told the commission that the city has an MOU with Jefferson Juniors under which the group runs registration and deposits funds to the city, which in turn pays for uniforms and equipment from those receipts. The arrangement was presented as a model for longtime recurring community programs.
"We have an MOU with Jefferson Junior's ... they collect the funds. They deposit the funds to the city. The city then ... if they need tennis balls or they need their uniforms, we then pay for those out of the money," Staff member said while describing the program accounting. Commissioners noted that reservation of courts for tournaments is a common and accepted practice, though it may temporarily restrict public access to specific courts during events.
The commission discussed whether long-running recurring events should be asked to sign MOUs so they need not return annually for approvals, and how to treat exclusive use versus the park remaining open to the general public.
