Commission backs rezone to allow higher-density residential at 350 North 500 West

The Vernal City Planning Commission voted April 14 to forward a positive recommendation to the City Council for a rezone of roughly 8.66 acres at 350 North 500 West from R-3 to R-4, a change staff said would permit greater residential density and a wider range of housing types.

Assistant City Manager Braeden Christofferson told the commission the site is an infill location with existing utilities nearby and that zoning decisions should focus on consistency with the General Plan; detailed design, access, and mitigation would be reviewed during later permitting. Commissioner Hailee Todich noted a similar proposal was denied in 2013 because of traffic and compatibility concerns, and she urged thorough traffic analysis. "R-4 zoning allows for structures up to four stories," Todich said, raising privacy and compatibility concerns.

Applicant Jake Black told the commission the rezone is early-stage and intended to provide flexibility for a mix of unit types and that the project would be subject to traffic, geotechnical, and utility reviews. Dozens of nearby residents spoke in the public hearing, expressing shared worries about groundwater intrusions and the capacity of existing sewer and water systems. Local concerns also focused on potential diversion of traffic onto narrow neighborhood streets if direct access to Highway 121 is limited by UDOT requirements.

Mr. Christofferson emphasized that UDOT controls access on Highway 121 (500 West) and that any required roadway improvements or multiple access points would be determined through traffic-impact review. After discussion, the Commission forwarded a positive recommendation to the City Council; the recommendation moves the issue to the council for a final decision and does not approve any specific site plan.
