Staff clarifies LWCF grant accounting and pool-splash-pad design questions

Staff explained there are two distinct LWCF grants and that, while the work may be bid or scoped together, invoice items must be allocated to each grant separately to satisfy audit rules. "We have 2 different land and water conservation, grants. They have to be invoiced separately," staff said.
Commissioners and staff discussed practical design choices: whether to split a shared roof, whether a locked gate should provide an occasional maintenance or service access, and how to manage unpaid access to a connected splash pad. Staff said final plans will indicate gates and access paths and that engineers will confirm code compliance. Commissioners requested final documents before a formal LWCF submission and asked to be copied on final plan sets and applications to ensure the grant invoicing and scope meet both procurement and audit needs.
