Department head Kim explained that the city would combine two previously separate funding items into one streamlined agreement that supports Kitsap Homes of Compassion'operated housing in North Kitsap and Poulsbo. The agreement standardizes reporting and requires monthly counts of how many people are housed from recovery resource center referrals and other Poulsbo referrals.
Kim said the agreement provides a steady quarterly payment so the provider has reliable operating income and noted the city's desire for better accountability through regular reporting: "we wanna know at the end of each month what are the actual numbers of people that you're housing that are either getting help in Poulsbo or living in Poulsbo." The council moved and authorized the mayor to sign the agreement dated 12/18/24.
