Commissioners delay paving of County Road 5221, consider shifting funds to County Road 1

David Buckley, Grand County Road & Bridge supervisor, recommended delaying the planned paving of County Road 5221 because the segment needs additional road base and to be raised at a low point to remove a blind approach.
"If we pave it, we believe that that's going to increase speed in that traffic and coming up over that blind spot, we believe creates a little bit of a hazard," Buckley said, arguing the road should be built up before surfacing.
Buckley proposed reallocating the $301,200 budgeted for 5221 to cover two alternative projects: paving an 850‑foot segment of County Road 522 (estimated $100,000–$120,000) and adding County Road 1 from Highway 9 to the gravel pit (estimated $500,000). He asked the board to consider increasing the asphalt program budget by roughly $120,000 to $200,000 depending on contracting and mobilization costs.
Commissioners discussed mobilization efficiencies, potential construction dust and chloride use near residential areas, and whether to proceed with one project or both. One commissioner said crews will be working in the Kremlin area but different equipment needs mean full mobilization savings are uncertain. The board directed staff to obtain firm cost estimates and return with a supplemental budget proposal and recommended a direction to postpone 5221 and prioritize County Road 1 if funding and mobilization supported it.
