The Carneys Point Township Committee unanimously adopted Resolution 2026-71 on March 4, approving a spending plan intended to allocate 4th‑round affordable‑housing funds over the next ten years.
COAH attorney Michael Napuda said the plan "is required for the 4th round." Planner Candace Kanaplue described the revenue projections as an estimate: "this is a guess as to what will be collected over the next ten years." Kanaplue outlined permissible uses, including deed‑restricted housing, road and water/sewer projects, and said the municipality may set aside about 20% for administrative costs and housing‑liaison duties. The committee noted that any project or expenditure requires state approval.
Officials said the spending plan currently contemplates the township's existing 43‑unit obligation and a cap of up to $25,000 per unit over the 10‑year period; officials discussed coordinating with TRIAD and evaluating potential Habitat for Humanity funding on a job‑by‑job basis rather than committing all funds at once.
