The Planning Commission approved its draft work plan and agreed to make a targeted edit to the line referencing Transferable Development Rights. Staff recommended a shorter phrase to present to council: rather than specific language about city-center heights, the packet will ask Council to "consider changes in the use of TDRs." The commission moved, seconded and voted unanimously to approve the draft work plan with that edit.
Commissioners said the narrower phrasing avoids overcommitting the commission to a specific geographic or height-based change while keeping the subject on the work list. Staff said the edit will make the draft work plan clearer for Council review and that more detailed TDR options will return to the commission for future consideration.
