Commission ratifies 25‑year lease for Stones River Hunter Education Center in Davidson County

The State Building Commission executive subcommittee approved ratification of an existing lease between the Tennessee Wildlife Resources Agency and the U.S. Army Corps of Engineers covering the Stones River Hunter Education Center at J. Percy Preece in Davidson County.
Director Maxedon said the lease covers approximately 146 acres east of State Highway 71 and north of U.S. Highway 109 in Antioch, runs from May 1, 2023, through April 30, 2048, and carries no rental cost because the use is mutually beneficial between the agencies. He told the committee the Corps and TWRA have had occupancy agreements at the site since 1998 and that a new lease was executed in February 2025 but was not previously brought before the State Building Commission; this agenda item corrects that oversight.
Maxedon said future capital work at the site (repair of a berm and additional shooting lanes) is anticipated to be a TWRA capital project funded from the agency's 2025–26 operational budget and that some operating costs will be covered in part by federal apportionments that have a 90/10 structure. A motion to ratify the lease was moved, seconded and approved by voice vote.
