Subcommittee approves long-term lease for DOC regional office in Columbia

Assistant Commissioner Jennifer Murphy told the subcommittee the Department of Correction has occupied about 7,200 square feet in Columbia since 2008 and now needs roughly 13,400 square feet to accommodate programming and new security zones. She said staffing for the regional hub has increased from 30 to 39 positions in line with a larger offender population.
Murphy described a public advertisement process (three advertisements over 15 months) that produced two proposals; the low-cost proposer would construct a new building for the department. She said the proposed lease is 15 years with three one-year renewal options and includes a purchase option with a schedule of values. "The proposed rental rates were within the market range we expected for Columbia, Tennessee," Murphy said.
Committee members asked questions about previous advertisements and costs; the chair moved the item, it was seconded, and members approved the motion by voice vote.
