Locke said the stakeholder group recommended leaving the money in place while monitoring state-level activity and possible near-term opportunities, such as serving as a contracted dispatch provider to neighboring communities or upfitting facilities if a grant match becomes available. He said communities could request refunds of their shares if they wished, but that keeping the funds available would allow the group to respond to grants or partner requests.
Councilors asked how long the group would maintain the fund if no regional progress occurs; Locke said the group could continue monitoring for a year or two while exploring incremental contracted-service models and potential reorganizations in local dispatch to create capacity. No formal council action was required that night; staff recorded concurrence with the CCPSA recommendation.
