City staff report 9% municipal emissions drop for 2025 and outline steps toward 2030 climate goals

Climate Action Manager Bettina Migos and assistant Lou briefed council on the government-operations implementation plan portion of the city’s climate action work on April 20, presenting multi-year municipal emissions tracking and potential actions to close the gap to 2030 goals.
Migos said year‑to‑year variation depends on weather and grid emissions and that the city is looking at a 9% drop for calendar year 2025 (compared with CCRPC’s 12% figure cited for 2024). She highlighted municipal progress including acquisition of six all-electric vehicles and six new level‑2 charging ports and cited reductions in natural gas use tied to moving operations out of two buildings and milder winters.
Staff presented a menu of operational steps — replace HVAC at end of life with electric heat‑pump systems, pursue cleaner diesel or renewable diesel for heavy-duty fleet where replacement is not yet feasible, and explore wastewater-plant heat-recovery options — and an estimate that combining plausible measures could yield about a 48% reduction from the 2019 baseline. Migos cautioned that timing depends on vehicle and equipment end-of-life and on securing grant funding; staff said the city will prioritize replacing light-duty gasoline vehicles with EVs at end of life and will continue applying for grants and CIP funds to finance studies and capital work.
