Mayor Terry Carter recuses as city weighs Toccoa Wedding Experts agreement for Reflections Event Center

City Manager Fredda O. Wheeler presented a proposed management agreement on Nov. 10 that would have Toccoa Wedding Experts run scheduling, marketing, staffing and booking for Reflections Event Center and related venues. Wheeler told the commission, "Toccoa Wedding Experts has over 25 years' experience in wedding and event business," and said the company would provide a professional website, state-of-the-art booking software, and staff to handle set‑up and breakdown at the Reflections facility, the pavilion and the boathouse.
Wheeler said the city would retain all proceeds from alcohol sales and "will staff the bartenders." Rick Durham, owner of Toccoa Wedding Experts, described his firm as a long‑time local vendor and said, "we have been doing weddings there as a vendor since 2010" and that he sees "a tremendous opportunity for the facility." After questions about staffing, cleaning and use for city events, the commission reached consensus to send the proposal to the Regular meeting and to target a three‑year term beginning Nov. 16, 2025. No formal vote was recorded at the work session; the matter will return for action at the Regular meeting.
