Administrators outline TSI improvement plan for Carlisle High School after state designation

Administrators told the education committee that Carlisle High School was identified as Targeted Support and Improvement (TSI) based on 2024–25 results, with the English-learner and students-with-disabilities subgroups triggering the designation. Dr. Godoy provided context for the designation and said the district is drafting the formal plan to submit to PDE.
"Carlisle High School is reentering TSI and they we've been identified for 2 groups, students with disabilities and English learners," Dr. Godoy said while laying out the data categories (achievement, growth, graduation rate and attendance) that contributed to the designation. He and high-school leaders said the reentry is a year-by-year signal and that the district is already implementing targeted interventions.
High-school principal Patty Buffington described four primary strategies in the plan: (1) strengthen academic and social supports through a student-support intervention and freshman seminar; (2) expand staff training and use of data platforms; (3) improve family communication and translation services; and (4) increase student engagement and attendance supports including Check and Connect mentoring with Cumberland County. Tiffany Bussard, who oversees ELD services, detailed Elevation platform use, translation tools (LanguageLine, TalkingPoints, ILA devices) and that the district had 151 ELD students in 2024–25. The administrators said quarterly monitoring and both formative and summative data will guide implementation.
