Staff told the board that HDL has been engaged as the contractor for fiscal analysis of a proposed business license tax, explaining HDL's role in building revenue models and benchmarking against peer cities. The analysis will inform future council decisions and the board will have opportunities to review and provide feedback.
Colette addressed concerns about potential misaligned incentives because HDL also collects the city's business licenses, saying the HDL team performing the fiscal modeling is different from the operations team and that staff vetted the firm through an RFP process. Board members noted prior service issues around licensing renewals but staff said problems have decreased and the temporary pause on certain licensing activities had helped relieve pressures.
Staff indicated the first iteration of analysis may be available this year with further outreach and planned council consideration early next year.
