The council voted to move into a closed session, invoking Virginia Code sections to permit private discussion of personnel and economic-development matters. The clerk read a motion "to convene a closed session pursuant to Virginia code sections 2.2 dash 37 11 1.1, 0.3 and 0.5 to consider appointments... to discuss the disposition of publicly held real property in the LaSalle Avenue and Kickedon Road corridor of the city... and to discuss a prospective business or industry," and council recorded ayes to authorize the closed session.
The vote was recorded in open session; council did not take related substantive public action during the open portion. Staff said the council would reconvene in the Community Development Room at 2:30 p.m. to continue business in closed session.
