City staff told council the last legal step to implement the first phase of red-light cameras related to Hampton Roads Bridge Tunnel construction is adoption of an ordinance scheduled for the council meeting that evening. City Manager Bunting said council had approved the concept and submitted the VDOT application earlier, but legal counsel required an ordinance to complete the process.
Bunting said staff did not include school-zone cameras on the same night's agenda because the school program was a first introduction; "seeing that there seems to be consensus for that, we will bring that ordinance for the school zone related ones to a future agenda so that we could implement them in September," he said. Council and staff discussed timing constraints under local code that limit mid-year revenue changes and emphasized that budget appropriations would be needed to expand beyond the pilot.
