Hampton launches iValue budget outreach: public events, survey and video series ahead of April budget release

City staff described the iValue budget engagement process and asked residents to participate in several upcoming events and a short online survey. Director of Marketing and Communications Scott said iValue is designed to align budget choices with community priorities and will poll residents on operating and capital priorities, potential tax and fee options, and projects tied to the city's strategic priorities.
Scott listed two in-person engagement events on Tuesday, March 3 at 6:30 p.m. (Virginia Peninsula Community College theater) and Saturday, March 7 at 9:00 a.m. (Kecoughtan High School), a virtual Facebook Live session on Thursday, March 5 at 7:00 p.m., and an online survey available March 9'16. Staff will mail postcards to households to publicize events and plans to produce short explanatory videos about budget concepts such as assessments and tax-rate changes.
"Our next steps after we've done all of our budget engagement meetings is the city manager's recommended budget will be released on April 15," Scott said. The presentation listed two public hearings (April 22 and May 6) and a final council vote scheduled for May 3.
Staff said they will refine poll questions as state legislative developments clarify options (examples included optional local school construction sales-tax authority and potential state decisions on retail marijuana authority) and encouraged residents to attend events or use the online poll.
