Dominion Energy submits $1 bids for two Hampton easements; council to review bids Feb. 25

City staff presented two agenda items asking the council to open invitations for bids for nonexclusive easements that would allow electric lines and related equipment on city-owned parcels to serve VDOT and Langley Air Force Base.
For the Bethel Landfill property (100 North Park Lane), the clerk read a letter from Dominion Energy Virginia dated 02/03/2026 offering a $1 bid. The letter, signed by Kate L. Blanton, right-of-way agent, described installing poles, a three-phase transformer bank and underground service lateral to provide electrical service to VDOT property. The clerk read: "please accept this $1 bid from Dominion Energy Virginia as a response to the advertisement and public notice," noting the associated right-of-way agreement number.
A second Dominion letter (right-of-way agreement 22-23-0019) was read for easements across parcel addresses on North Armstead Avenue to serve Langley Air Force Base; the submission said it would replace an existing agreement recorded in July 2024.
The mayor declared bidding closed for both items; staff will review the submissions and present recommendations at a public hearing scheduled for 02/25/2026. No award or lease was approved at this meeting.
