The Planning & Transportation Commission approved a minor modification allowing exterior façade updates and a donation entrance for a future Savers/Value Village at 27142 La Paz in the Mission Viejo Village Center. Staff found the minor modification eligible for a categorical CEQA exemption and recommended approval.
Applicant Matt Thirling, senior manager of development for Savers/Value Village, described operations for the donation intake point and said the store will staff the donation area during business hours with "donation ambassadors" to assist donors and to clear any items left overnight. "Our ambassadors are there the entire time the store is open... the 1st thing in the morning, the 1st thing our staff does is clean out anything that was left overnight," Thirling said, noting cameras, signage and regular staffing to discourage after‑hours dumping.
Commissioners asked about trash receptacles and donation procedures; the applicant said additional waste receptacles will be placed at the donation side and staff will clean and monitor the area daily. After public comment (none were offered), the commission moved and approved the item.
