"This would be a resolution to encourage, to say, you know what? City council supports this," Mayor Fering said, describing the motion as a broader statement of council's position beyond the ballot language.
Council voted 6-1 to direct staff to prepare the resolution; Council member Christ recorded opposition. Staff said the draft resolution would follow previous practice and would be returned to council for review and distribution per the exemption noted by legal counsel.
