One councilmember asked staff to "come back with a long term capital funding strategy that identifies future airport capital needs that is currently funded through FAA grants and potentially local funding strategies including recommendations for my rates and charges study."
City finance/staff explained the airport enterprise shows about $1,000,000 in working capital on paper but said most of those dollars are already tied to grants and project accounting. "So there's $246,000 ... that's uncommitted to specific grants," a finance staff member said, adding that the current uncommitted balance would be insufficient to fund major projects and that tapping general funds would be significant. Council members discussed timing for a master-plan update (referenced as 2028) and differing cost estimates, and they asked staff to prepare additional fiscal analyses for upcoming budget discussions.
