Commission continues decision on Marguerite Aquatics parking lots after resident safety concerns

The project site is at 27341 Marguerite Parkway; staff recommended a CEQA addendum to the prior mitigated negative declaration and adoption of a resolution to permit construction.
Transportation staff summarized parking surveys conducted in July 2023 and July 2024 showing on‑site parking exceeded capacity during swim meets and other special events and off‑site parking was heavily used in nearby neighborhoods; staff said the addition would reduce illegal and unsafe on‑street parking during peak events. "During those observations at the most intensified parking demand, the parking on‑site was over capacity," transportation staff said, noting off‑site utilization rates as high as 118% in some zones and 96% on Santa Clara during peak counts.
At the public hearing, representatives of the golf course and the Natadors urged additional parking to relieve congestion and safety risks during large events. Several nearby residents described narrow streets, parked cars on both sides, blocked driveways, and children walking near vehicles; many objected to Lot B's proposed access point onto Via Santa Clara and urged alternatives (Casa Del Sol access only, right‑turn‑only egress, gating and event‑time restrictions, or increased shuttle use). One resident said the proposed additional access is "totally unsafe and untenable" given the street width and pedestrian activity.
Given the volume of resident concerns and the need for a more detailed circulation study and neighborhood outreach, the commission—on advice from the city attorney and director—voted to continue the item to April 13 and directed staff to revisit design options (including eliminating or restricting the Santa Clara egress), meet with affected neighbors, and return with a refined plan and public review.
