CAO Alicia Lindsey presented Item 8, a set of operational budget modification requests to fund uniforms, inmate food, software and technology, recruiting and advertising, counseling services and overtime. Lindsey said year-to-date overtime spending for the sheriff's office was roughly $24 million against a budget of about $11.7 million and requested a total modification to align budgets with actuals and contractual obligations.
Commissioners asked for a categorical breakdown (uniforms, inmate food, software, recruiting and overtime) and for the sheriff's office to identify which items are contractual obligations (for example, inmate food and building security). Commissioner Sugarman specifically asked for the dollar change in each category and how much of the overtime growth is linked to staffing changes; commissioners requested a five-year overtime and staffing analysis to inform whether added ongoing funds or targeted hiring would be more cost-effective.
