Commissioners give favorable recommendation for emergency HVAC contract at courthouse courtroom

Staff presented a resolution to approve an emergency purchase order and contract with CS 3 Inc. to restore an air‑handling unit and acquire necessary replacement parts for the General Sessions 7 courtroom at the Walter L. Bailey Jr. Criminal Justice Center. The resolution included appropriation of FY2025 general funds for the procurement and listed the vendor as a local firm.

"Item 5 is a resolution approving a contract to commence upon execution and issuance of the emergency purchase order between Shelby County government and CS 3 Inc in an amount not to exceed 63,320," the parliamentarian read. Nicole Austin, administrative support services, said the parts were ordered and installed and "the air has been reestablished within this courtroom." The vice chair called for a verbal vote while the system was down; commissioners answered 'aye' and the vice chair announced the item will go down with a favorable recommendation.

The presentation noted the work was required after system failures in early April and that procurement used an emergency purchase order through the purchasing department to secure required parts. No formal roll‑call vote record with individual member votes was produced on the electronic system; the committee advanced the item by voice vote.
