Item 2 would realign vacant positions covered by memoranda of understanding and special salary schedules to the step-1 pay level, producing a net negative amount of about $256,832, the sheriff's CAO told the commission. "This puts our revenue back at what we submitted at the $5,538,000 instead of what was included in the mayor's office consolidated budget of 5,795,000," Alicia Lindsey said as she explained the change to position budgeting.
Deputy CFO Michael Thompson and HR Director Gerald Thornton told commissioners the proposed change is largely operational and, in practice, may be budget-neutral because the sheriff's office routinely "sweeps" funding among vacant positions to place dollars where hires are needed. Thompson said, "This will have no impact. It's a mute point," arguing the amendment duplicates existing position-control practice. Commissioners requested a written record of the sweep procedure and position-by-position verification so the commission can determine whether the amendment meaningfully changes FY2026 spending levels.
