Alicia Lindsey, chief administrative officer for the Shelby County Sheriff's Office, told the commission the first amendment item reconciles the office's submitted exhibit to the mayor's consolidated budget and produces a net change of negative $236,262.35. "The total is, a negative $236,262.35 because we're removing the revenue," Lindsey said, explaining that the office had budgeted $5,538,000 in revenue while the mayor's consolidated budget listed $5,795,000.
Commissioners used the working session to probe the legal and procedural basis for differences. Commissioner Ford raised concerns about past closed working groups and questioned whether the charter—stablishing budget submission and consolidation (Charter §3.07) had been followed; County Attorney Marcy Ingram replied that the charter requires elected officials submit budgets to the mayor and that commission-adopted budget procedures permit the commission to amend the proposed budget. Finance staff said the item primarily aligns vacant positions to step-1 pay and adjusts revenue lines so the sheriff's file matches the consolidated presentation. No formal vote was taken during the working session; commissioners asked finance and the sheriff's team to continue reconciling line-by-line before the final budget vote.
