Fire district to expand community center; board accepts wetland delineation

The Prudential Committee of South Burlington Fire District No. 1 asked the Development Review Board on April 7 to approve a 120-square-foot expansion to an existing community center at 64 Central Avenue.
Larry Kupferman, chair of the Prudential Committee, said the district received a Municipal Energy Resiliency Program grant and "received, $65,000," but needed additional funds for accessibility and a bathroom; voters approved borrowing up to $125,000, to be repaid via the district's tax authority over 10 years. The applicant said the building previously served as a firehouse and has had air-quality and insulation issues that prompted the MERP application.
Staff told the board the applicant supplied a wetland delineation showing the nearby wetland as Class 2 and cited a 2021 delineation that had been approved by the state. Staff explained a wetlands "report" (a detailed scientist's write-up) was not provided; while such reports are often included, the staff noted the delineation itself is commonly adequate for the board's review.
After questions about whether the work should be treated as "exempted maintenance" or as redevelopment for buffer standards, the board agreed the impacts are appropriate to treat as exempted maintenance and that the delineation was sufficient for the board to proceed. Staff said the board has 45 days under state law to issue a written decision and may act sooner.
The board approved a motion to close the hearing; no public commenters appeared during the session. The board indicated it would circulate a draft decision for review and expected to act within the statutory timeline.
