Council moves forward with community center parking lot bidding; may use KLC street bond

Council Member Melville asked City Engineer Shumate to brief the council on the community center parking lot and then moved to solicit bids for the project.
Engineer Shumate said the existing lot is "in too bad of shape to only repave it" and recommended full removal and replacement rather than resurfacing. Mayor Hamberg said the original estimate for the project was included in the budget but that costs have risen; Melville moved to move forward with bidding and to allow the project to be paid on the KLC street bond if actual bids are lower than the estimate. The motion (Melville/Whitehead) passed 5-0.
Finance Director/Treasurer Edgley later explained that KLC reimbursements work by the city paying the contractor, submitting invoices to KLC, and receiving reimbursement; the city may earn interest on the funds during that process. The council directed staff to solicit bids and return with results and a recommended funding strategy.
