Staff presented two alternative pay-scale options for public-safety positions designed to improve recruitment for entry-level recruits and progression for higher ranks. For outreach and recruitment, HR recommended raising the police and firefighter recruit minimum to $42,000, which staff said would place Hampton on par with nearby jurisdictions.
Nicole Clark said raising the recruit minimum would bring Hampton above the market average for some positions and move multiple public-safety ranks closer to regional averages; she also noted that promotional increases (10% or 12% depending on the promotion) frequently place incumbents above newly raised minimums. "If we increase to $42,000...that will put us on par with Newport News and that will put us high for second in the region," Clark said.
Councilors and staff discussed the trade-offs of parity between police and fire pay, the utility of a $2,000 signing bonus for recruits if the base is raised, and whether to prioritize internal equity or market competitiveness. Council requested more detail on costs and implementation dates for any adopted option.
