The Benicia City Council approved item 14b authorizing participation in a State Water Project transfer of up to 2,000 acre-feet. During council Q&A, a councilmember asked whether the city would need to hold water previously allocated to Valero if the refinery shuts down; staff replied Valero currently uses about 5,380 acre-feet a year.
Staff explained the transaction would move 2,000 acre-feet through the Solano County Water Agency and that the proposed sale price discussed in the meeting was $300 per acre-foot, producing approximately $600,000 in proceeds to be deposited into the city's utility fund. “Valero uses around 5,380 acre feet a year,” staff said when asked how much water would be affected.
Council had no public commenters on the transfer item and approved the motion by roll call. Staff said the pricing and final terms are subject to the water agency process, and emphasized that the city would ensure sufficient supply for current and future customers before any sale.
